Shirley was born in 1933 in Kansas. She moved to Idaho in elementary school and lived there until 1954, when she married Robert Horsley. He later passed away. As an adult Shirley lived in Idaho, Nevada, Oregon, Washington and California. She was a housewife and mother for many years. After her children were grown, she joined her husband, Robert Ziegler, in their big rig and went trucking across the United States.
