Allen was born December 28, 1946, in Montpelier, Idaho, to Harley Peterson and Maybelle Nebeker Peterson. He graduated from Fielding High School in Paris, Idaho in 1965. Soon after graduation, he enlisted in the U.S. Marine Corps and was sent to Camp Pendleton, California, for basic training. After boot Camp he was sent to Vietnam until coming home in 1968. Allen remained a Marine at heart for the rest of his life and was proud to be thought of that way.

In 1971, Allen married Sandra Mangum Peterson, and he remained happily married to the love of his life until his passing. They have two children, Tim Peterson and Brandi Perkins.

Over the years of working for Mountain Bell, then US West, Allen was transferred from Pocatello, Idaho, to Burley, to Jerome, and to Spokane, Washington, where he retired. After retiring they moved back to Burley, where he worked for PMT several years. Allen attended Idaho State University where he received his bachelor's degree then continued to receive his Master's Degree in Business Management.

Allen loved the outdoors and his hobbies were hunting, fishing, and golf. He and Sandi loved to travel. After retirement they went to Sweden, Ireland, England, Jamaica, Cancun, Grand Cayman Islands, Canada and Mexico. They were always looking forward to seeing new places. They lived in Texas for eleven years and loved the warm winters.
